- Expediente Rojo Project. Inc is proud to count on the support and recognition of the NLPOA ( National Latino Peace Officers Association), the largest organization with Hispanic officers in the United States and of the HAPCOA (Hispanic American Police Command Officers Association), the oldest organization with Hispanic agents in the United States, with whom we share the same strong purpose to reduce juvenile crime and tension between law enforcement agents and the Latino community, as well as other areas needing special attention..
